How do you get money off your visa without it being a cash advance?

does anyone know how to get money off there visa without it being a cash advance? could i use paypal to get funds off? and how would i go about doing that?

    Any time you use a credit card to get cash it will be just that, a cash advance. This allows them to charge a higher interest and they decide how much of your payment is applied towards the cash advance balance (unless it is the only balance due).
    Even if you were to use it to put funds into pay-pal, it would still be treated as a cash advance.
    The only way to get cash is to purchase something for someone at a store, then have that someone pay you in cash for the item.
    Got any friends who are buying a TV?
